Introduction: an integrating and global vision of personal social services
The needs of our municipality are clearly determined by an unusual demography and by the demands and new expectations that are originating in the field of personal social services. This also means that the structure of the Department of Social and Family Wellbeing of our administration has a multidisciplinary team, comprised of professionals that report to the Comarcal Council of Alt Empordà or to the Town Council itself. As a whole, this team is trained to serve and to satisfy –within their possibilities- the needs presented by the inhabitants of Castelló.
What do we offer?
At the Department of Social and Family Wellbeing, we offer a range of different services and benefits whose generic aim is to increase the wellbeing and quality of life of the population. In order to move in this direction, we try to prevent, improve and/or eliminate the causes leading to social exclusion.
Our work consists of assuming all responsibilities related to the fields of information and consultancy and arising from the resources existing in the community in question, with the aim of being able to handle any problems that are social, medical, psychological, economic and concerning relationships and the community... that our citizens express and/or suffer.
How can I access these services?
Interested parties should contact the Department of Social and Family Wellbeing at the Castelló d’Empúries Town Council. Appointments must be made in advance, either by telephone or in person. Social emergencies will likewise be attended to.

How are we organised?
The services offered are provided by professionals that have studied and trained in the fields of social work, social education, pedagogic psychology and psychology. At the present time, existing services are offered, to a large degree, thanks to the agreement signed between the Castelló d’Empúries Town Council and the Comarcal Council of Alt Empordà (Basic Team for Social and Primary Services: EBASP / Castelló d’Empúries Sector).
Our intervention consists of designing and coordinating programmes to work with people with social difficulties in order to help them improve their conditions. We perform studies and diagnoses for each situation; we carry out support interviews; we have follow ups with the individual and their families, as well as directing some cases to specialised social services.

Basic Team for Social and Primary Services: Guidance, information and advice
Objective of the service
One of the working objectives of EBASP (Comarcal Council of Alt Empordà) consists of improving social wellbeing and encouraging the integration of the inhabitants of Castelló d’Empúries into their most immediate setting: municipal, comarcal, etc., through offering them information, guidance and advice. In this way, we try to create a complete information circuit through which they can connect with other social, health-care, labour, etc. resources and through which other administrations and/or institutions can provide further details.
What do we offer?
We offer personalised professional information and guidance about the resources for the public systems for social protection (social, health-care, pensions...), as well as other services and aid that could benefit our users. We orient each case depending on a wide range of opinions and resources, according to the family and social situation of the person being treated. We guarantee the full confidentiality of all personal data and information provided.
Who is it for?
This is a free service that can be openly accessed that is directed at all individuals, depending on the social assessment that is obtained in each case, as well as local entities and institutions. People should preferably be registered in the municipality of Castelló d’Empuries, but no one shall be excluded that is not.

Basic Team for Social and Primary Services: Procedures for services and benefits
Objective of the service
The Department of Social and Family Wellbeing of the Castelló d’Empúries Town Council and the Basic Team for Social and Primary Services have agreed to receive, manage and/or process applications for services and benefits, as well as directing some cases to the competent and specialised administrations and/or institutions capable attending to these problems in the best conditions, whether they be social, economic, family-related.
What do we offer?
The reports and proposals that are drawn up and processed, as well as receiving applications, may be amongst others:
·Exceptional economic assistance: school lunches, water bills, urban transport, assistance for rents, aid for dependent persons and adapted transport.
·Social emergency assistance
·Interdepartmental Program for the Minimum Insertion Income
·Drawing up of social reports and processing of applications for accessing programmes and services for the elderly at the Catalan Social Services and Assistance Institute and for other administrations.
Who is it for?

Objective of the service
The Department of Social and Family Wellbeing of the Castelló d’Empúries Town Council tries to the degree possible to treat people in their own homes, with the objective of contributing to improving the quality of life of the applicants. We favour the maintenance in the home of attended patients with a certain level of dependence and we improve their quality of life by helping them to resolve their difficulties.
What do we offer?
At times, we offer preventive, health-care, educational, etc. services at the homes of people who have limited autonomy, movement or other specific characteristics prohibiting the party leaving the home. The service consists of attending to people and families who due to physical, mental or social problems have either temporary or permanent difficulties in performing basic activities to help their own condition. This service is provided through 2 different channels (Comarcal Council of Alt Empordà):

Who is it for?
The home care service that we can offer is directed at all people who are registered in and live in the municipality of Castelló d’Empúries, who for concrete reasons –and favourably evaluated by the professionals at the municipal Department of Social and Family Wellbeing- cannot travel to the social services offices for the Castelló d’Empúries Town Council.

Basic Team for Social and Primary Services: Infant and adolescent services
Objective of the service
The aim of the Department of Social and Family Wellbeing of the Castelló d’Empúries Town Council is to improve care to children and youth, protecting them and warning them about social risk situations.
What do we offer?
The infant and adolescent services that we offer consist of the prevention and detection of social risk situations and giving information and guidance about topics related to the specific problems of minors in these circumstances. We also diagnose and propose corrective measures, as well as creating individual treatment programmes and monitoring and controlling them. We work transversally with all the professionals in the municipality –and in the community in general- related to the field of infant and adolescent services: educational centres, psychologists, pedagogues, podiatrists, etc.
Who is it for?
The service is free and is for all minors in the municipality and their families who have social risk problems. The service is accessed via the direct detection of professionals at the municipal Department of Social and Family Wellbeing or by a recommendation from the municipal educational centres (Primary School and Secondary School) or the Directorate General of Infant Services.

A multi-professional team dedicated to treating and protecting children and adolescents in situations of social risk, led by a graduation in Social Education.

Objective of the service
Within the framework of a residential space for the elderly, equipped with 120 beds, all necessary care is provided and all types of service tasks are carried out to improve the quality of life of its users. Personal autonomy is promoted and preventive actions are given priority to decrease risk situations.

All the elderly in the municipality of Castelló d’Empúries and elderly outside of this region that are older than 65 and meet the established requirements (...).

Municipal Labour Exchange “Treballa.com” – New Insertion Strategies
Objective of the service
The objective of the Castelló d’Empúries Town Council is to improve the quality of work for the inhabitants of Castelló, with the goal of striving towards a full employment. Therefore, our objectives are based on fighting against workplace insecurities and unemployment. This has led us to aspire to obtaining an economic development model that is both sustainable and integrating, oriented towards the wellbeing of every person. The Treballa.com project is divided into two services: Youth Labour Exchange and New Integration Strategies.
What do we offer?
This service is provided through the operations programme of ‘Cáritas – fight against discrimination’, developed by the European Social Fund and managed by the Ministry of Labour and Social Affairs, and implemented via an agreement that the Castelló d’Empúries Town Council signed with the Cáritas Parish of Castelló d’Empúries.
This service consists of:
- The Labour Exchange itself which lists company job offers and demands that are exclusively within the municipality. By presenting an application and curriculum vitae, users can become a part of the municipal labour exchange database for a one-year period. In this way, users will be notified about all the job offers available in the municipality that match their professional profile.
- The aim of the New Integration Strategies project is: to analyse and find out about the reality of youth with difficulty accessing the workplace; to initiate individual intervention and monitoring processes for accessing and keeping job positions and strengthening the social function of companies within the region, relating their personnel needs with prior labour adaptation processes in the specific job to be filled. In this way a more intensive labour integration period can be established through the assessment of individual difficulties, offering assistance with: designing and creating CVs, specifying professional objectives, accompaniment to companies, as well as performing parallel training tasks of how to act in a job interview, how to respond to a job-related telephone call, etc.

The service is aimed at everybody that is of working age and needs to find a job, especially youth at risk of social exclusion and with special difficulties with labour integration. The service is free.

Labour Promotion and Integration Service – Labour Exchange / (CCAE)
Objective of the service
The objective of the Castelló d’Empúries Town Council is to improve the quality of work for the inhabitants of Castelló, with the goal of striving towards a full employment. The Labour Promotion and Integration Service makes every effort to take part in the job market by finding direct job offers and connecting themwith the demands.
What do we offer?
This service is provided through the EQUAL community initiative and is carried out thanks to an agreement that the Castelló d’Empúries Town Council signed with the Comarcal Council of Alt Empordà. The service consists of its own Labour exchange that is connected to other labour exchanges in other comarcal town councils. By presenting an application and curriculum vitae, users can become a part of the municipal labour exchange database for a one-year period. In this way, users can receive notifications about all the job offers available in the region.

The service is aimed at everybody that is of working age and needs to find a job or wishes to improve the job that they currently have. The service is free.

Programme name
Drug dependency prevention and social services programme
Programme objective
The objective of the drug dependency prevention and social services programme, which is promoted jointly by the Castelló d’Empúries Town Council and the ACEDA association, is to work within the different spheres of the municipality, especially in secondary schools and infant and primary school centres (students, teachers and families) in order to contribute to preventing problems related to drug consumption.
What do we offer?
This programme offers individualised services to anyone in the municipality who wishes to be treated and has some type of problem related to addiction or any type of drug dependency. Going beyond advising and personalised consultations, they also visit educational centres, where they organise chats and discussions.
Who is it for?
The programme is aimed at anyone who is registered in Castelló d’Empúries and has any type of history with the consumption and/or abuse of alcoholic beverages or other drugs. Services and advising are both freeo.

A professional holding a degree in psychology and specialising in the field of addictions and drug dependencies.
